What is the Inward Processing Authorization Certificate (DİİB)?

The Inward Processing Authorization Certificate is a Ministry of Trade support instrument that lets you source the raw materials used in export production without paying taxes — instead, you post collateral that is refunded later — and free from quota and surveillance restrictions.

The certificate gives exporters a financial advantage through tax exemptions, plus further conveniences by waiving trade-policy measures.

It is issued by the Ministry of Trade within the framework of the relevant legislation, with different durations and special terms depending on the sector. It offers a significant advantage in international trade.

Important Note

The Inward Processing Permit (Dİİ) granted by the customs authorities is a separate procedure. It should not be confused with the DİİB.

Basic requirements to apply

What is the DİİB application process?

  1. On-site inspectionThe Exporters' Association carries out an on-site inspection at the company.
  2. Project preparationA project is prepared based on the capacity report and the company's needs.
  3. ApplicationThe application is submitted to the Ministry of Trade through DYS (the Ministry's Support Management System).
  4. AssessmentThe Ministry of Trade evaluates the application.
  5. ApprovalThe certificate is approved electronically by the Ministry.

  • Signature circular (notarized document showing the specimen signatures of the company's authorized representatives)
  • Trade Registry Gazette
  • Tax registration certificate (vergi levhası)
  • Exporters' Association membership certificate
  • SGK (Social Security Institution) premium accrual statements for the last 12 months
  • Electricity bill for the last 3 months
  • Capacity Report (must include details of the product to be produced under the DİİB)

After You Receive the Certificate

How is the DİİB used?

  • The certificate, approved electronically by the Ministry, can be put into use immediately.
  • At customs, imports can be made by depositing collateral against the taxes, in line with the information on the certificate.
  • On domestic purchases, raw materials can be sourced without paying VAT under the Deferment–Cancellation system.
  • If the special terms of the certificate allow, exports can be made first.
  • Depending on the sector, certificates are issued for 4–12 months; extensions are possible in accordance with the regulations.
  • The certificate can be revised according to your needs.
  • A closure application must be made within 3 months from the expiry of the certificate.
